摘要 自农业部启动现代农业示范区创建活动以来，昌邑市农业示范区创建取得了明显成效，主要表现在：完善工作运行机制，形成工作合力；坚持规划先行，明确发展思路；突出产业特色，推动转型发展；强化科技服务，提供科技支撑；加快机制创新，增强发展活力。昌邑市经验可为其他地区现代农业示范区创建提供参考。

Achievements and Enlightenment of the Construction of Modern Agriculture Demonstration Zone in Changyi City

Abstract Since the establishment of the Modern Agricultural Demonstration Zone in the Ministry of Agriculture， the creation of the Agricultural Demonstration Zone in Changyi City has achieved remarkable results， mainly as follows：Improve operating mechanism of the work， to form the development effort；adhere to the planning first， clear development ideas；highlight the industry characteristics， promote the development of transformation；strengthen science and technology services， provide scientific and technological support；speed up the innovation of mechanism and enhance the development of vitality.Changyi experiences could provide reference for the creation of modern agricultural demonstration zone in other areas.

自農业部启动现代农业示范区创建活动以来，山东省昌邑市立足资源优势和产业特色，突出保障粮食生产和特色示范园区建设等重点工作任务，强化政策、科技、装备、人才、体制支撑，积极打造以“粮食生产功能区+现代农业特色示范园区”为抓手、以高效生态安全为主要特征的现代农业发展模式，取得了明显成效[1]。笔者从工作运行机制、规划思路、产业特色、科技服务、机制创新5个方面分析了昌邑市国家现代农业示范区创建取得的成效，为现代农业示范区发展提供参考。

1 研究区概况

山东省昌邑市地处山东半岛西北部，渤海莱州湾南岸，属环渤海经济圈，为国务院确定的沿海对外开放城市之一，具有得天独厚的区位优势和资源优势，在黄河三角洲高效生态经济区、山东半岛蓝色经济区、胶东半岛高端产业聚集区“三区”建设中，功能叠加，优势明显。市域总面积1 627.5 km2，辖6个镇，3个街道，690个行政村（社区），总人口58万，耕地面积5.933万hm2。昌邑市是国家商品粮基地建设先进市、全国畜牧生产重点市、山东省第二批省级现代农业示范区。……
