摘要 分析了长野县休闲农业和乡村旅游发展特点，主要包括实施农业生产法人制、开发特色农业旅游产品、注重原生态保护。总结了长野县休闲农业和乡村旅游的经验与启示，强调政府的扶持和引导，农民的参与和创新，以及将环境发展定位为绿色和持续。长野县在休闲农业与乡村旅游发展过程中积累的丰富成功经验为我国新农村建设和扶贫开发提供了借鉴。

Research on the Development of Leisure Agriculture and Rural Tourism in Nagano Prefecture in Japan

Abstract The characteristics of the development of leisure agriculture and rural tourism in Nagano Prefecture was analyzed， including the implementation of the legal system of agricultural production， the development of characteristic agricultural tourism products， and the emphasis on the original ecological protection. The experience and enlightenment of the leisure agriculture and rural tourism in Nagano Prefecture was summarized， which emphasized the support and guidance of the government， the participation and innovation of the farmers， as well as the environmental development as green and sustainable. The successful experience accumulated in the development of leisure agriculture and rural tourism has provided a reference for the construction of new countryside and poverty alleviation.

“二战”后日本农业生产活动受工业扩张因素影响面临诸多困境，如农村劳动力锐减、人口老龄化加剧等。在经济全球化的影响下，以往单纯依靠农业的日本从业者已经无法获得与其投入相匹配的收入，严重打击其积极性，更使农民与城市居民间的经济差距越来越大。为了尽快破解农业发展难题，自20世纪90年代起，日本政府实施改革举措，其中就包括结合休闲农业与乡村旅游以促进农业产业健康发展。笔者在参考相关文献的基础上，以日本长野县为例，分析其发展特点及取得的成功经验，旨在为我国新农村建设和扶贫开发提供参考。

1 休闲农业与乡村旅游概念简述

休闲农业最早起步于19世纪欧洲，它是以农村自然生态环境和农业生产活动为基础，集观光、休闲、度假为一体的现代特色农业。从美学经济学视角看，休闲农业发展的关键是能够提供有效的美感资源，以满足不同层次消费者的需要[1]。……
