摘要 经济社会发展的新常态和资源环境紧约束迫切需要实施建设用地总量和强度的双控行动。从建设用地规模和强度双控的概念和内涵引申，建立“目标-策略-机制”的逻辑框架，并从上海市的实践出发，研究了双控的政策路径和实施策略，旨在为同类城市提升国土空间治理能力提供经验参考。

Study on the Path of Scale and Intensity Dual Control Policy of Construction land—A Case Study of Shanghai

Abstract Economic and social development of the new normal and tight constraints of resources and environment is in an urgent need to implement the scale and intensity dual control action of construction land.This paper established logical framework of "target， strategy and mechanism" and studied the path and implementation strategy of the dual control policy learning from the practice of Shanghai，in order to provide reference for enhancing the ability of spatial administration to other cities.

十八大以來，中央对“建设用地规模和强度双控”有着一系列的部署和要求，《中共中央关于制定国民经济和社会发展第十三个五年规划的建议》（2015年10月29日）首次提出“强化约束性指标管理，实行能源和水资源消耗、建设用地等总量和强度双控行动。”随后，《中央城市工作会议》提出“要坚持集约发展，框定总量、限定容量、盘活存量、做优增量、提高质量，控制城市开发强度”。《国土资源“十三五”规划纲要》中也指出“实行建设用地总量与强度双控行动。逐步减少新增建设用地计划，控制单位国内生产总值建设用地强度。”

实施建设用地规模总量和强度的双控，一方面是我国资源节约和高效利用不断深化的必然要求，另一方面，也是破除资源环境瓶颈、推进生态文明建设的有效举措。我国近年来经济高速发展的代价是资源的快速消耗，据统计，2014年全国国有建设用地供应总量61万hm2，是2009年的1.91倍，并带来生态环境破坏等负面影响。通过实施“双控”，有助于促进存量建设用地挖潜和节约集约水平，有助于提升国土空间治理能力，通过土地利用方式的转变促进经济社会发展方式的转型。……
