【摘要】当前，国家正在积极推进“互联网+”行动，各个行业纷纷与“互联网”融合，实现产业升级，朝智慧化方向发展。互联网与水利行业的融合具有广阔的前景和无限的潜力。本文通过对上虞区水利工程管理现状的分析，指出现行管理模式下存在的问题，并提出了用“互联网+”行动升级水利工程管理，为上虞的水利工程管理朝智慧化方向发展提供了对策。

Thoughts on Management of Shangyu Water Conservancy Project with "Internet +" Thinking

【Abstract】At present， the state is actively promoting the "Internet +" action， various industries have "Internet" integration， to achieve industrial upgrading， towards the wisdom of the direction of development. The integration of the Internet and the water industry has broad prospects and unlimited potential. Based on the analysis of the current situation of water conservancy project management in Shangyu district， this paper points out the existing problems in the current management mode， and puts forward the management of water conservancy project with "Internet +" action， which provides a countermeasure for the development of water conservancy project management in Shangyu.

1. 前言

2015年3月，李克強总理在政府工作报告中首次提出“互联网+”行动计划，引起社会广泛热议。同年7月，国务院印发了《关于积极推进“互联网+”行动的指导意见》。表明“互联网+”已经上升为国家战略，各个行业实行一场“互联网+”的升级行动已势在必行。水利是一个古老和传统的行业，与互联网有着非常好的结合点，两者相加对于加快传统水利向现代水利、智慧水利转变将起到巨大推进作用。

2.“互联网+”及“互联网+”对水利工程的意义

2.1“互联网+”是指把互联网的创新成果与经济社会各领域深度融合，推动技术进步、效率提升和组织变革，提升实体经济创新力和生产力，形成更广泛的以互联网为基础设施和创新要素的经济社会发展新形态。

当前，在全球新一轮科技革命和产业变革中，互联网与水利行业融合发展具有广阔前景和无限潜力，对推动传统水利向现代水利、智慧水利发展具有全局性、战略性影响和深远意义。
