摘 要：湖南省地处中国中部、民族12个；经济发展迅速，交通发达，地势地貌形态丰富，旅游资源丰富，人口流动总量大，频次繁，易发生各种地质灾害、各类生产经营性安全事故、道路交通事故等。在公共安全方面隐患多、管理难度大、范围广、时间长。如何迅速提升湖南省公共安全管理能力，建立高效有力的公共安全管理体制，已经成为湖南省政府必须要面对的当务之急，文章在大数据的基础上分析了国内外公共安全管理的理论和实践的研究，并提出了在湖南省公共安全管理能力发展成就基础之上的提升策略。

Research on the Promotion of Public Security Management Capability in Hunan Province Based on "Big Data"

Abstract： Hunan province is located in the central China， 12 different nationalities； its development of economy and traffic is rapid； Its terrain landform and tourism resources is rich， the number and frequency of population mobility is large； All kinds of geological disasters、safety accidents， road accidents and so on are likely to happen. There are many hidden dangers， difficult management， scope and time in public security. How to improve the public security management ability of Hunan province rapidly and establish a powerful and effective public security management system has become the urgent task of the Hunan provincial government. Based on big data， this paper analyzes the theory and practice of public safety management at home and abroad， and puts forward the promotion strategy based on the achievement of public security management in Hunan Province.

0 引 言

现代文明社会面对的风险种类繁多，后果严重。风险一旦无序蔓延或集中爆发，出现公共安全事故，就会导致无法预测的惨重后果和人道性災难。我国党和政府十分重视公共安全工作。十八大以来，习近平总书记先后七次召开中央政治局常委会和一次政治局集体学习会研究安全生产工作，并作出重要指示，强调“坚持以人为本、生命至上”，为安全发展划出不能以牺牲生命为代价的“红线”。

湖南省地处中国中部、长江中游，实有人口8418万人（2016年10月“三实”统计宣布），世居民族12个（含汉族）；经济发展迅速，交通发达，地势地貌形态丰富，历史文化源远流长，旅游资源丰富，文化生活活跃，人口流动总量大，频次繁。湖南省常因暴雨洪涝、干旱、冰冻、高温及降雨等发生地质灾害。……
