摘 要：新电改方案对省级电网企业的经营模式产生了重大影响，厘清电改对业务的影响，对明确其未来的发展策略具有重要的意义。首先，对此次电改的背景开展分析，明确此次电改各利益相关方的需求；其次，在明确省级电网企业盈利能力含义的前提下，以电改9号文及6个配套文件为基础，站在省级电网的角度，分析电改对其输电、配电、售电、交易板块的影响；最后针对这些影响，提出省级电网企业的应对策略。

The Influence of the New Round of Power System Reform on Provincial Power Grid Enterprises and Countermeasures

Abstract：The new electricity reform plan has a significant impact on the management mode of the provincial grid enterprises，and clarifies the impact of the electricity reform on the business.It is of great significance to clarify its future development strategy.First，analysis the background of the electric power reform，clear the requirements of stakeholders；secondly，in the premise of profitability clear definition of the provincial power grid company，with the power reform the No.9 and 6 supporting documents as the basis，in the provincial power grid's point of view，Analysis on the power transmission，electricity reform the distribution and sale of electricity，trading effect；the end of the thesis，put forward the strategy of provincial grid enterprises.

1 电改背景

1.1 宏观层面：经济新常态要求电力行业转变发展方式

一是经济增速放缓。中国GDP的增速自2011年的18%降低至8%（见图1），中国经济的发展进入换挡期，支持经济增长的三大动力劳动力、资本、生产率发生了變化。其中，人口红利正在缩减，改革带来的效率提升空间缩小，海量投资积累了过多的后遗症。因此，高投资、高增长的旧常态已经不能延续了，对电力体制改革提出新的需求。

二是经济发展方式的转变。经济增长正从主要依靠物资资源消耗转变为科技进步和创新。这种转变对供电的安全、稳定、可靠，以及电力服务的多样化、个性化均提出了更高要求[1]。这造成电网企业收入及盈利面临不确定性，难以通过简单加大投资的方式来满足更高的服务要求。因此，这就要求电力行业从规模式速度型的粗放增长转向质量效率型的集约增长。……
