摘要： 提升长三角服务外包产业竞争力可以优化该区域产业结构，提高区域经济竞争力。构建基于模糊层次分析法的长三角服务外包产业综合竞争力指标体系及评价体系，构造判断矩阵，确定指标因子权重，通过二级指标的模糊综合评价及实证分析，得出长三角服务外包的人才资源、交通与通讯设施、经济环境的评价结果，给出提升长三角服务外包产业竞争力的策略建议。

Abstract： The competitiveness improvement of Yangtze River Delta region can optimize the industrial structure and improve the region economic competitiveness. A comprehensive competitiveness evaluation model constructed is based on fuzzy analytic hierarchy process in Yangtze River Delta region. It includes the index system， the evaluation factor set， the judgment matrix and the weight of the index factors. Through evaluating the competitiveness of service outsourcing industry in the Yangtze River Delta region， the evaluation result of the talent resources， transportation and communication facilities and economic environment are concluded. 近几年，长三角服务外包产业及其从业人员的数量有着快速增长。根据商务部的最新数据，2014年长三角地区服务外包企业达到13 764家，较上年增长了11%。服务外包从业人数达到了44726万人，较上年增长了16%。耿学忠指出长三角地区是中国经济发展的“主发动机”，在这个区域大力发展服务外包产业具有综合环境优良、需求旺盛、人才密集等优势，同时在政策、法律、国际竞争、外资竞争、劳务成本等方面也面临巨大挑战。……
