【摘 要】目前，综合视频监控系统不仅能够为高速铁路的运营提供直接服务，还能够根据铁路总公司、客运公司、公安部门等用户的具体需求实时地调用图像信息，确保运营安全。随着高速铁路的不断建设与发展，综合视频监控系统的作用越来越突出，需要得到广泛应用。论文主要从高速铁路综合视频监控系统需要满足的业务需求出发，研究综合视频监控系统的具体组成结构。

【Abstract】At present， integrated video monitoring system can not only provide direct services for high-speed railway operations， but also can call the image information in real time according to the specific requirements of railway passenger transport company， corporation， public security departments and other users， to ensure safe operation. With the continuous construction and development of high-speed railway， the role of integrated video surveillance system is becoming more and more prominent， which needs to be widely used. In this paper， the composition of the integrated video surveillance system is studied based on the business needs of the high-speed railway integrated video surveillance system.

1 引言

最近几年，我国大面积的开展高速铁路建设，以上海铁路局为例，就已经有京沪、合宁、宁杭等高速铁路客运专线建成，并且已经投入使用。在高速铁路建设过程中，综合视频监控系统作为一项重要的监控手段投入使用，为高速铁路运营安全提供了良好的监控条件。综合视频监控系统是建立在先进的视频数字压缩技术、高清技术以及IP传输方式上，是一种已经网络化的视频监控手段，具备数字化的特点，能够为用户提供实时监控视频信息。系统中的视频信息能够实现管理与分发/转发功能，极大地满足了铁路相关部门对视频信息的需求。目前综合视频监控系统已经成为高速铁路工程建设中必不可少的因素，并且它的作用还将越来越重要。

2 高速铁路综合视频监控系统的业务需求
