摘 要 计划生育政策在一定时期内，促进了经济发展与社会进步，也减轻了人口对资源和环境的压力，但同时也对经济可持续发展产生了巨大压力。随着全面二孩政策的放开，必然会对我省的经济社会各个方面带来一定程度的的影响。本文研究的目的，就是对这些可能带来的影响进行分析，并通过建立人口发展模型来监测和估计未来的发展趋势，预计我国未来的人口发展情况不是很乐观，应当转变观念，变控制生育为鼓励生育，并做好相应的配套措施，实现人口的全面与可持续发展。

Abstract The family planning policy has promoted economic development and social progress in a certain period of time， but also reduced the pressure of population on resources and environment. With the full liberalization of the two child policy， will inevitably bring a certain degree of economic and social aspects of the province's impact. The purpose of this paper is on the possible impact of analysis and monitoring through the establishment of the model of population development and estimating the development trend in the future， China is expected to the development of population in the future is not very optimistic， should change ideas， change of birth control to encourage fertility， and make corresponding measures， to achieve a comprehensive and the sustainable development of population.

1 引言

全面二孩政策的放开不仅仅是因为人口绝对数量减少的需要，也在一定程度上能够缓解我国当前男女比例失衡以及人口老龄化的问题。从以往很多学者的研究中可以发现，由于传统的重男轻女思想，由于只能要一个男孩，在社会当中普遍存在性别甄选的现象，所以造成了男女性别比例的失调进一步加深。另外，由于我国正面临老龄化所带来的挑战，现在放开二孩政策，再经过20年左右的时间，这批新增加的婴儿开始进入劳动力市场，在很大程度上能够缓解我国未来劳动力短缺的问题，也有利于解决人口结构的倒金字塔问题。

人口发展不仅仅受到人口因素的影响，并且还受到社会因素、政策因素、经济因素和文化因素等各个方面的影响，因此要对未来的人口发展进行相关的预测，就需要设定一个综合的发展模型，考虑到各个方面的因素。……
