摘 要 微博问政是一种新兴问政方式。政府通过微博了解民意和社会关注的热点问题，群众通过微博提出自己的看法和建议。微博具有大众性、便捷性、即时性、互动性等传播特点和优势，成为密切联系群众的新方法，坚持群众路线的新路径。微博为广大群众提供了信息充分分享的空间，搭建了自由表达的平台。有利于政府官员与广大群众进行思想交流，增强官民互信。微博问政要求政府工作方式实现一次重大转变，给政府部门的工作方式带来了全新的挑战。政府官员要与时俱进，改变滞后的群众工作方法，学习和掌握新的网络运用技术，和广大群众能主动沟通和交流，不断提高群众工作的水平。

Abstract Micro-blog's politics is a new political approach. Micro-blog through the government to understand public opinion and social concern hot issues， the masses put forward their views and suggestions through micro-blog. Micro-blog has the characteristics of mass， convenience， immediacy， interactivity and other communication features and advantages， as a new approach to keep in close contact with the masses， adhere to the new path of the mass line. Micro-blog provides information for the masses to fully share the space， to build a platform for free expression. Conducive to the exchange of ideas between government officials and the masses， enhance mutual trust between the government and the people. Micro-blog asked the government to ask the government to achieve a major change in the way the work of the government departments to bring a new challenge. Government officials should keep pace with the times， change the way of mass work， learn and master the new network technology， and the masses can take the initiative to communicate and exchange， and constantly improve the level of mass work.

1 微博與微博问政

1.1 微博

“微博即微型博客（Microblog）的缩写，是一个基于用户关系的信息分享，传播以及获取的平台，用户可以使用不同的客户端更新约140字的文字信息，实现即时分享。”①微博的特点，除兼具大众媒体一般性的特点，如获取与传递信息、舆论监督、娱乐休闲等，微博还有着区别于传统媒体的新特点：大众性；便捷性；及时性；互动性。

1.2 微博的特点

（1）大众性。利用微博进行交流，操作简单，非常方便，群众容易掌握。可传播微博信息的工具分布广泛，手机、电脑、浏览器等。微博不需要具有高学历和深厚的文字功底，只要会发送短信就能够发表微博，微博的话语权充分体现了大众性。

（2）便捷性。遇到突发事件，无论在什么地方微博用户都可以利用手机在第一时间将信息发送出去，方便快捷。……
