摘 要 课程标准是专业人才培养目标在本门课程中的具体体现，它对课程的具体实施有重要的指导意义。本文通过对课程标准与教学大纲进行对比，以课程改革为切入点，对市政工程技术专业“市政工程施工技术”课程标准的构建进行了研究与分析。为工学结合新理念下的高职课程标准的开发与研究做了基础研究。

Abstract The curriculum standard is the specific embodiment of professional talent training objectives in this course， and has important guiding significance aim at the specific implementation of the course. The curriculum standard and teaching outline were compared， the curriculum reform was regard as the breakthrough point， and the curriculum standard building of the municipal engineering construction technology were studied and analyzed face to municipal engineering technological majors. The study is basic for the higher vocational course standard development and research under the new concept of combination of learning with working.

高等职业教育是我国高等教育体系的重要组成部分，它在理论知识讲授的同时，注重培养学生的专业能力、社会能力以及方法能力。[1]目前我国的高等职业教育已经进入内涵发展阶段，重在提高教学质量，专业办学有特色。其首要任务是对现有课程进行深化改革，重点以建设课程标准为突破。[2]通过构建一整套高等职业教育课程标准体系，促进教学改革，提高教学质量，办出高职教育的特色。让学生在完成学习任务的过程中发展综合职业能力。

1 教学大纲与课程标准

教学大纲与课程标准的课程权利不同。教学大纲的课程权利集中在任课教师和领导上，它只对权利上级负责，不能对权利下级学生负责。而教学标准的课程权利由学生、教师和领导三方互动完成。

教学大纲与课程标准制定的出发点不同。教学大纲从教学的角度出发制定要教学生什么？怎么完成教学要求？最终达到什么程度？它详细阐述了教学中涉及到的知识点的具体要求，并明确规定了教学内容和目标；……
