吉林省中药饮片集中采购的可行性及定价机制

目前，我省中药饮片在销售上没有可遵循的价格机制，省内相关部门缺少监管机制，造成中药饮片价格混乱，质量层次与价格之间无相关性，使用中药饮片治疗的医疗成本逐步提高，影响了中医药的发展。因此，借鉴江浙一带已经成熟的集中采购→统一定价机制，结合我省实际情况摸索出一套定质定价→集中采购→统一监管的办法，对规范我省中药饮片市场的无序状态、保证质量、合理定价，降低中药治疗的医疗成本，更好地促进我省中医药事业健康发展有重要的意义。

Abstract: At present, the price disorder of Chinese decoction pieces is caused by the shortage of practical price mechanism and supervision mechanism in the relevant departments of Jilin Province.There is no relevance between quality and price, which affects the function of Chinese medicine by increasing its medical costs.Therefore, it is urgent to explore a set of practice including qualitative pricing, centralized purchasing and unified provision, by using the experience of Jiangsu and Zhejiang Province, which is buying-pricing-regulating method to regulate the disorder,promote quality, set reasonable price and reduce medical cost by using Chinese decoction pieces, it will ultimately play a very significant role in promoting the smooth development of Chinese medicine in Jilin Province.

1 我省中药饮片采购与价格情况分析

我省中药饮片采购与价格的制定主要特点是采购多元化和价格制定的随机性，主要表现在以下几个方面：一是中药饮片多途径流通。我省中药饮片市场的销售模式一般为饮片销售公司从集散地进货进行分检筛选后供给各医疗机构和零售药店，或者由医疗机构或零售药店直接从集散地进货，销售价格由经销商或者医疗机构自行制定，流通成本不同导制价格制定的随机性。……
