摘要： 我国人口老龄化日益严峻，面对人口老龄化形势和压力，养老问题成为我国社会中一个不容忽视的问题。由于传统的家庭养老功能日渐衰弱，家庭养老资源日渐不足，而机构养老无法满足老人的根本需求，无论是传统的家庭养老，还是社会机构养老，都有其长处和不足。社区居家养老模式是一种结合二者优点，顺应我国人口老龄化的趋势和要求的一种养老方式新选择。

Abstract： China's aging population is becoming more and more serious. In the face of the situation and pressure of aging population， the pension problem has become a problem that can not be ignored in China. Due to the weakening of the traditional family pension function， the family pension resources are lack. The institutional pension can not meet the fundamental needs of the elderly. Both the traditional family pension and social institutions pension have the strengths and weaknesses. Community home care model is a combination of the advantages of the two. It is a new choice of pension in line with the trend and the requirements of aging population.

0 引言

我国自1999年步入人口老龄化时代，老年人口基数大、增长速度很快，面对人口老龄化带来的养老问题成为我国社会中一个不容忽视的问题，对该问题的思考和研究调查也迫在眉睫。由于传统的家庭养老功和社会机构养老，都有其长处和不足。笔者认为社区居家养老模式能结合二者优点，老年人更愿意选择这种养老方式。

1 传统家庭养老方式不能满足需要

家庭养老是我国传统的养老方式，宪法规定：“父母有抚养教育子女的义务，成年子女有 赡养扶助父母的义务。”这是对东方反哺模式的法律解说。“传统的家庭养老实际上也就是建立在血缘关系基础上的亲情养老。”[1]传统家庭养老的基本特点是“子女养老”和“在家养老”的结合[2]。但在传统家庭养老模式下，滋生出了很多问题，比如高龄老年人问题、空巢老年人问题、留守老年人问题、独居老年人问题等，这些问题的出现说明传统的家庭养老模式正在被社会淘汰，已经无法满足養老需求。……
