摘 要 近年来，高校科研经费投入呈逐年递增趋势，但在使用和监管过程中出现了一些问题，出现经费支出不合理甚至违规违纪等现象。因此，分析科研经费监管中存在问题，采取各种措施加强科研经费监管，努力提高科研经费使用效益，才能保证高校科研事业健康快速发展。

A study on the Strengthening of the Supervision of Scientific

Research Funds in Colleges and Universities

Abstract In recent years， the input of scientific research funds in colleges and universities is increasing year by year， but there are some problems in the use and supervision process， such as irrational expenditure or violation of discipline. Therefore， the analysis of scientific research funding problems， take various measures to strengthen scientific research funds supervision， and strive to improve the use of scientific research funds， in order to ensure the healthy and rapid development of university research.

高校是我国科学研究的重要力量，近年来国家越来越重视高校科学研究工作，科研经费投入呈逐年递增趋势。在全国研究与试验发展经费中，高等学校经费支出2010年为597.3亿元，2011年为688.8亿元，2012年为780.6亿元，2013年则达到了856.7亿元。与此同时，科研经费支出不合理，违规使用科研经费的情况时有发生，主要表现为预算不严、截留挤占、违规提成、挪作他用、浪费严重、结题不结帐等。这不仅会降低科研经费使用效益，而且会阻碍我国科学研究和高等教育事业健康发展。因此，研究当前高校科研经费监管存在的问题，探索构建适合高校实际的科研经费监管机制尤为必要。

1 高校科研经费监管的涵义

高校科研经费监管工作可以分为经费管理和经费监督两个方面。科研经费管理是指对科研经费使用情况进行管理；科研经费监督既包括经费管理部门对经费使用情况进行监督，又包括审计部门、监察部门对经费使用情况和管理工作的监督。高校科研经费监管工作是指通过对科研经费使用情况进行规范化管理，并加强对科研经费使用和管理的监督，保证科研经费使用的合规性、合理性、效益性，从而促进高校科研工作健康发展。……
