摘 要 2015年我国颁布了《中国足球改革发展总体方案》，其中对改革推进校园足球的发展提出了新的要求，然而校园足球在我国的开展中仍面临着许多阻碍。本文主要采用文献资料法，以我国青少年校园足球政策解读为切入点，深入了解了我国青少年校园足球开展现状，分析存在的问题，为我国青少年校园足球运动的可持续发展提供参考和理论依据。

Analysis on the Current Situation and Existing Problems of

Youth Campus Football in China

Abstract In 2015， China promulgated the "general plan for the development of Chinese football reform"， which put forward new requirements for the reform of the development of campus football. However， the campus football still faces many obstacles in the development of our country. This paper mainly adopts the methods of literature， to interpret the youth campus football policy in our country as the starting point， in-depth understanding of the status quo of youth campus football in China， analyzes the existing problems for the sustainable development of youth campus football in our country to provide reference and theoretical basis.

1 我国青少年校园足球足球政策解读

1.1 关于《中国足球中长期发展规划（2016—2050年）》

随着2015年3月份印发的《中国足球改革发展总体方案》和《中国足球中长期发展规划（2016—2050年）》的颁布，使中国足球的发展方向更加明确，内容更加多样具体。在去年的《方案》中，中国足球实施近期、中期、远期目标“三步走”，并未公布具体的时间表。而在这次的《规划》中，将三个目标的时间明确化：近期目标（2016-2020）、中期目标（2021-2030）、远期目标（2031-2050），从宏观上为未来35年的中国足球设置了权威的“路标”和国家级的发展规划。《规划》中对关键性的指标做了明确的定量规定。同时《规划》中“明确足球特色学校均建有1块以上的足球场地，有条件的高校“均建设1块以上标准足球场地。十三五”期间全国修缮、改造和新建6万块足球场地，除少数山区外，每个县级行政区域至少建有两个社会标准足球场地。”场地是足球发展的最基本问题。有了完善的场地系统，中国足球才有可能打造出坚实的基础。……
