[摘 要] 自2011年国家发改委、商务部等八部委批准宁夏银川市为国家电子商务示范城市以来，电子商务在宁夏自治区发展迅速。但是，从政府部门发布的数据来看，相较于网民数量的增加，宁夏地区电子商务企业的发展较为缓慢，电商发展还存在一些问题：普通农民不熟悉互联网销售模式，当地农民企业、农民个人商户入驻电商平台数量少，物流设施和服务不完善。政府应加大宣传力度普及农民电商知识；农产品应通过产品质量认证、创立品牌的方式扩大线上影响力；物流企业应加强与农村企业及个人商户的合作，规范配送标准，提高服务质量。

Abstract： Since Yinchuan， the capital of Ningxia province， was approved as a National E-commerce Demonstration City by NDRC and the Ministry of Commerce in 2011， e-commerce in the autonomous region has developed rapidly. However， based on the data published by the government departments， though the number of Netizen is increasing， the development of enterprises engaging in e-business is slow. Internet sales models are strange to ordinary farmers. Few enterprises operating by local farmers and individual farmers have registered in e-commerce platforms. The logistics facilities and services are unsound. The government needs to popularize e-commerce knowledge to farmers with intensified publicity. Farmers could extend the online influence of agricultural products by means of quality certification and branding. Logistics firms should strengthen cooperation with enterprises and individual online shop owners in rural areas for improving delivery standards and service quality.

一、引言

互聯网时代的到来，给人们的生活带来巨大改变的同时，电商的崛起也给了实体经济重重的一击。截止2013年12月底，我国B2C，C2C与其它电商模式企业数量达2930家。2015年我国电子商务市场整体交易规模达16.2万亿元，同比增长59.4%。其中，2015年全国网络零售交易额达到3.88亿元，同比增长33.3%，相当于社会消费品零售总额比重的12.9%。

从中国电子商务研究中心发布的数据来看，宁夏电子商务交易额在全国排名倒数第五，西北地区排名倒数第三，电子商务行业发展较其他省份存在明显差距。据阿里研究院发布的《2013中国城市电子商务发展指数报告》显示，在“国家电子商务示范城市的电子商务发展指数及排名”中，银川排在第66位，电子商务发展指数为7.011，排在第一位的是深圳，发展指数为37.49。……
