摘 要：结合浙江省省级特色小镇中部分主导以创新、创业的特色小镇的调研与总结（以下简称“创新创业型特色小镇”），深入分析了创新创业驱动的特色小镇规划内涵。在分析浙江省创新与创业型特色小镇在区位、土地利用、主要特色、产业、人群方面的特征的基础上，通过查阅文献，归纳演绎，总结并提出了创新创业型特色小镇的一些规划思考：在区位选择上，应位于大城市边缘的智力密集度高的园区内;土地布局上，以“产、学、研、创”等用地为主，包含交通与各类设施用地;设施配置上，在满足基本的服务设施的情况下，应注意考虑科技研发人群与青年创业者的需求;在空间设计上，应强化内外部空间的可识别性与共享性。

1 前言

2016年10月14日，首批共127个国家级特色小镇名单公布，迈出在全国范围内建设特色小镇的第一步。而此之前，“特色小镇”这个名词起始于浙江省，浙江省先于全国开展了特色小镇的建设。浙江省特色小镇的提出是在2014年，到2015年，随着《浙江省人民政府关于加快特色小镇规划建设的指导意见》的出台，浙江省的特色小镇工作正式展开。2015年到2016年，浙江省陆续公布了两批共79个省级特色小镇名单，这两批省级特色小镇名单基本上代表了浙江省特色小镇的全部类型与形式，也代表了国家范围内大部分的特色小镇的类型与形式。……
