摘要：创业教育是帮助学生塑造知识经济时代需要的独立自主品格、创新创业精神和开创事业能力的教育。推进创业教育是应用型本科院校发挥自身功能的内在要求，也是解决创业教育中诸多问题的题中之义。基于系统论视角，创业教育要关照各个相关要素主体的角色作用，构建应用型本科院校政府引领、高校主导、企业和社会推动、家庭支持和个人积极践行的创业教育支撑体系。

Abstract：Entrepreneurship education fosters students independence， innovation and entrepreneurship called for by the age of knowledge economy. Promoting entrepreneurship education in application-oriented higher learning institutions meets the inner demand of application-oriented higher learning institutions in applying their functions and plays an important role in solving the many problems in entrepreneurship education. Based on system theory， in the course of entrepreneurship education， importance should be attached to the involved elements and main bodies， and a supporting system for entrepreneurship education should be established which is guided by the local governments， controlled by the higher learning institutions， propelled by enterprises and society， supported by individual households and practiced by individuals.

一、概念阐释：创业教育的提出和内涵

“创业教育”一词最早由林-博尔（Kelinboer）1998年在向世界经济合作与发展组织提交的一份报告中提出的。他认为“创业教育”是未来人们除了学术性和职业性之外应学习和掌握的第三本教育护照。联合国教科文组织也明确提出“必须将创业技能和创业精神作为高等教育的基本目标”[1]。 此后，世界各国纷纷出台相关政策和措施促业教育的发展。2014年9月达沃斯论坛开幕式上，我国李克强总理首次提出，借改革创新“东风”形成“万众创新”的新态势，使得创新创业成为时代风潮。据不完全统计，从2013年至今中央层面出台的促进创新创业文件至少22份。特别是国务院办公厅印发《关于深化高等学校创新创业教育改革的实施意见》（国办发〔2015〕36号），全面部署高校创新创业教育改革工作。党的十八届五中全会旗帜鲜明地提出“让创新贯穿党和国家一切工作，让创新在全社会蔚然成风”、要“培育发展新动力，激发创新创业活力，推动大众创业、万众创新”[2] 。……
