摘要 城乡建设用地增减挂钩是优化城乡用地结构与布局，提高土地节约集约利用水平，促进新农村建设与扶贫开发的重要举措，其实施必须以维护农民权益、充分尊重农民意愿为前提。选取安徽省芜湖市为研究案例地，采用PPS抽样法确定调查区域，将问卷与访谈相结合对项目区进行实地调研，并运用二元Logistic模型对调查数据进行分析，以研究芜湖市城乡建设用地增减挂钩中农户意愿的影响因素。研究结果表明：约83.22%的被调查对象参与积极性较高；家庭结构、年龄、文化程度、社会保障及性别等因素对农户参与意愿影响显著；其中家庭结构、年龄、性别与农户参与意愿呈负相关，文化程度、社会保障与农户参与意愿呈正相关。鉴于此，为进一步深入拓展增减挂钩工作，提出完善公共服务能力、强化公共教育体系、多渠道提高农户非农化水平、提高拆旧区搬迁补偿标准、深入推进宅基地退出进程等相关建议。

Analysis on Influencing Factors of Farmers′ Willingness to Increase or Decrease in Urban and Rural Construction Land in Wuhu City

Abstract Urban and rural construction land increase or decrease is the optimization of urban and rural land use structure and layout which can raise the level of economical and intensive utilization of land，besides this，it is also an important measure to promote the new rural construction and poverty alleviation and development.However，its implementation must be to safeguard the rights and interests of farmers，and fully respects the wishes of farmers as a precondition，otherwise its work process will be blocked.In this context，the article selects Wuhu City of Anhui Province as a case study region，takes the PPS sampling method to determine the specific regional survey.It makes questionnaire and interviews with a combination of field research to investigate and research，and the use of the binary Logistic model for statistical analysis of survey data，in order to study the affecting factors of willingness of farmers during the work process of urban and rural construction land increase or decrease of Wuhu City.Based on the above research，the results showed that：about 83.22% subjects who participate in the work of urban and rural construction land increase or decrease have higher enthusiasm；among the factors which have chosen to be the possible influence things，the following factors may have a great number of effect，such as：the selection of family structure，age，educational level，social security and gender factors on farmers′ participation will affect significantly；the family structure，age，gender and the farmers′ willingness to participate in the work process of urban and rural construction land increase or decrease of Wuhu City have a negative correlation；education，social security and farmers′ participation willingness is positively related to the work process of urban and rural construction land increase or decrease of Wuhu City.In view of this the article which has been proposed，we can give the following suggestions，for example：improve the capacity or ability of public service，strengthen the public education system or make it more perfect，make and provide multiple channels to improve the farmers non agriculturalization level，improve the demolition of urban relocation compensation standards，promote the further homestead exit process and so on，in order to provide references for the improvement and expansion of the increase or decrease in urban and rural construction sites work of Wuhu and other areas.

城乡建设用地增减挂钩是优化城乡建设用地结构与布局，推动新型城镇化的关键动力[1]。《国土资源部关于严格规范城乡建设用地增减挂钩试点工作的通知》〔国土资发（2011）224号〕明确提出，开展增减挂钩试点，必须充分尊重农户意愿，维护农村集体组织和农户主体地位。但在项目实施过程中，由于公众参与制度尚不健全，少数农户在项目开展过程中前后反复。……
