摘 要：立足资源禀赋条件和经济发展水平，通过分析新疆农副产品加工业现状，研究发现其发展进程中仍存在技术创新水平低、产业布局不合理、产业集中度低、规模带动力差等问题，对此提出解决问题的对策建议：改进传统加工技术，全面提升农副产品企业生产创新能力；优化产业结构，增强产业的集聚程度；减损增效，整合资源配置，大力扶持大型龙头企业，发挥带动作用；着眼于品牌建设，实施农副产品加工业市场品牌竞争力提升工程。为新疆农产品加工业快速、稳定的发展，提供政策建议。

Research on Current Situation， Problems and Countermeasures for the Development of Agricultural Products and By-products Processing Industry in Xinjiang

Abstract：Under the premise of resource rich and the level of economic development， this paper analyze the present situation of Xinjiang agricultural and sideline products processing industry， finds that there are still many problems in the process of its development ， such as low level of technical innovation， unreasonable industrial distribution， low industrial concentration， low power on the scale of development， etc. Taking into account the conditions， this paper puts forward some suggestions to accelerate the development of agricultural and sideline products processing industry in Xinjiang. Firstly， we should improve the traditional processing technology in order to enhance the innovation ability of agricultural and sideline products enterprises； secondly we optimize the industrial structure and improve the degree of industrial agglomeration； thirdly we could reduce losses and increase efficiency， integrate allocation of resource， foster leading enterprises so that it can play a leading role； finally we should focus on the brand building to improve the market competitiveness of the brand of agricultural and sideline products processing industry. It could provide some good policy advices so that the agricultural products processing industry in Xinjiang could develope rapidly and stably.

以第一次、第二次中央新疆工作座谈会为契机，发挥独特的区域优势，优势资源战略步伐加快，一批批农产品加工企业也逐步成长、壮大，在国家政策的支持下，建设发展成一批现代农产品加工业园区和现代农业示范园区。特别是近几年以来，龙头企业规模也在不断增长，产业集聚效应和辐射带动作用进一步增强，新疆农产品加工业稳健发展。加快农产品加工产业的发展，对提升新疆地区农业市场化，优化农业产业的经营层次，以及调整现有的农业产业结构，提高农业生产效率，实现农民增收、农村繁荣发展，吸纳农村剩余劳动力的就业等方面都起到非常重要的作用[1]。同时也是实现“三化”改革、促进新疆地区实现跨越式发展和长治久安的有力保障。……
