摘 要：从分析喀什地区经济社会的基本现实情况出发，调查并研究分析了喀什地区农村剩余劳动力的现状情况、农村剩余劳动力向城市或其他地区转移的特点以及转移背后的深层次原因，总结了目前劳动力转移过程中存在的主要问题和面临的困境，并结合喀什当前以及未来的发展前景和优势，提出了促进喀什地区剩余劳动力转移的对策建议。

Study on the Current Situation， Problems and Countermeasures of Rural Surplus Labor Force Transfer in Kashi

Abstract： From the analysis of the basic reality of Kashi region economic society，the status quo of the rural surplus labor force in Kashi ， or in other parts of the transfer of rural surplus labor force to cities characteristic and the profound reasons behind the move were investigated and analysed， the current main problems in the process of labor transfer and the difficulties faced by， and combining the Kashi were summarized， the current and future development prospect and advantage， puts forward some countermeasures to promote surplus labor transfer in Kashi region were put forward.

农村劳动力转移是我国解决“三农”问题的有效途径，同时也是研究“三农”问题必须面对的重大课题。特别是解决边疆少数民族地区的农村劳动力向城镇进行转移的问题，是减少边疆少数民族地区农村劳动力过剩、促进边疆少数民族地区经济发展、实现边疆少数民族地区脱贫致富的重要途径[1-2]。喀什地区地处祖国西北部边疆，经济发展速度较慢，第二产业、第三产业发展相对滞后，农村地区存在大量的农村剩余劳动力需要向城镇地区转移。保障喀什地区农村剩余劳动力实现充分就业，不仅有利于喀什地区经济实现跨越式发展，而且对于边疆少数民族地区经济发展繁荣稳定、社会长治久安具有重要的现实意义。

1 喀什地区农村劳动力转移基本情况

1.1 喀什地区农村剩余劳动力基本情况

根据调查资料显示，2014年喀什地区城镇总人口为4 570 682 人，农村总人口为3 015 398人，其中农村劳动力总人口为1 559 667人，贫困人口总数为123 346人，根据计算剩余劳动力人口约占农村总人口的比重为0.94%，剩余劳动力约为148 101人。……
