摘 要： 为做好平安城市监控的科学布建，提出面向对象开展平安城市监控的勘察设计理念。其方法就是通过现场勘察，把人、交通工具、建筑、物品等设定为对象，将其所处的环境、状态、关联度等属性形成勘察资料，据此开展监控系统的设计和施工。通过在浙江永康市的试点，解决了平安城市监控系统建设中的布点不合理问题，满足了公安实战需求。

Abstract： To solve the problems found in safety city construction， the concept of object-oriented design for safety city surveillance system is proposed in this paper. Through field investigation， the people， vehicles， buildings， objects， and so on are defined as objects， and the survey data about the objects' properties such as the environment， current state and the correlation between these objects， etc. are collected to guide the design and construction of surveillance system. Through the pilot in Yongkang City， Zhejiang Province， the problem of irrational monitoring point distribution in safety city surveillance system is solved， and the needs of the police actual combat are met.

0 引言

平安城市建设是利用监控系统、计算机应用技术等手段，通过有机结合、协同一致的公共安全管理技术支撑体系，开展城市公共安全运行，实现智慧应急管理，保障城市健康、稳定发展。随着平安城市建设不断深入，各地对城市社会治安监控系统的需求也变得越来越清晰，当紧急事件发生时，需要监控的前端摄像机能够及时指向现场最正确的位置，捕捉到最清晰的画面，便于有关部门及时采取措施，要满足这些需求，需要一种全新的理念和方法来开展平安城市的设计与建设。

1 平安城市的建设

三十年来，我国的经济取得了举世瞩目的成果，国家经济实力显著增强、百姓的生活质量发生了翻天覆地的变化。当人们享受着城镇化飞速发展带来的诸多好处时，问题和矛盾也初露端倪，其阻碍着城市健康发展。与此同时，社会不安定因素也在不断增加，百姓对社会公共安全的要求日益提高。……
