摘 要：造船企业生产环境复杂，起吊、电焊、剪切、机械加工、带电作业、易燃易爆等操作岗位安全隐患多。如果在生产中不能做好安全管理，及时消除安全隐患，那么对生产整体质量势必会造成较大的影响，因此做好安全管理工作具有重要的意义。以生产安全质量与控制实现对生产全过程和全方位的计划、控制和协调，可以保证造船企业生产项目达到既定的质量标准、安全标准和进度标准等目标。

Abstract： Shipbuilding enterprise production environment is complex and there are security risks in lifting， welding， cutting， machining， live working， flammable and explosive operating positions. If production safety management is not good enough to eliminate security risks in a timely manner， the overall quality of production is bound to a greater impact， so safety management work is of significance to production. To achieve a full range of planning， control and coordination of production process relying on production safety quality and safety control of production process will ensure the shipbuilding enterprises production to achieve the established quality standards， safety standards and the progress of the standard.

1 造船安全管理存在的隐患

1.1 工人安全意识薄弱

船舶生产工人一般学历较低，对于安全生产方面的知识不能有效地掌握，一旦生产中稍有不慎，就可能造成严重的安全事故。由于造船企业生产环境要求较为苛刻，很多机械设备完成不了的工作都交给工人进行操作。部分造船企业为了达到节省成本的目的不对工人进行专门的生产安全培训，也没有采取相应的安全防护措施，生产现场安全管理极为混乱，导致生产工人的安全无法得到有效保障。

1.2 缺乏对生产现场的安全管理

对于造船企业来说，由于生产规模、类型、船舶结构、生产条件等存在差异，安全质量管理也不尽相同，因此在进行目标安全管理时要考虑到其特殊性和复杂性，选择最佳的控制手段进行安全性和耐久性控制。当前很多造船企业安全性和耐久性控制手段存在明显的缺陷，安全性和耐久性控制层面化和肤浅化现象较为严重，缺乏可实施性。……
