“一带一路”建设背景下的西部高校发展机遇探析*

摘要：“一带一路”战略的实施，构建起我国全方位对外开放的新格局，成为我国开放发展和对外合作的新亮点。有效对接“一带一路”为西部高校发展带来了良好机遇，文章从“一带一路”建设背景、意义和需求出发，分析了西部高校“一带一路”建设中的重要作用，提出了西部高校抢抓“一带一路”战略机遇的路径和对策。

Abstract:The implementation of "the Belt and the Road" strategy，which builds up a new pattern of all-round opening up of China，has become a new bright spot of development of China's opening up and cooperation with foreign countries. Effectively docking "the Belt and the Road" brings good opportunities for the development of colleges and universities in the western areas of China. From the points of the "the Belt and the Road" construction background，significance and requirements，this article analyzes the important role of universities in Western China in the construction of "the Belt and the Road"，and puts forward ways and Countermeasures for universities in western China grabbing "the Belt and the Road" strategic opportunities.

一、“一带一路”的缘起与重要意义

2013年9月，中国国家主席习近平访问哈萨克斯坦，在纳扎尔巴耶夫大学发表演讲时，他首次倡议建设“丝绸之路经济带”。同年10月，习近平访问东盟国家，在印度尼西亚国会发表演讲时提出，要与东盟国家共同建设21世纪“海上丝绸之路”。2013年10月，中国召开了高规格的周边外交座谈会，习近平总书记在会上正式将“建设好丝绸之路经济带、21世纪海上丝绸之路”合并在一起，成为了中国加强与周边国家往来的重大战略构想。2013年11月，在中共十一届三中全会后发布的《中共中央关于全面深化改革若干重大问题的决定》中提出“推进丝绸之路经济带、海上丝绸之路建设，形成全方位开放新格局”。“一带一路”升级为国家战略。2015年3月28日，国家发展改革委、外交部、商务部联合发布了《推动共建丝绸之路经济带和21世纪海上丝绸之路的愿景与行动》（以下简称《愿景与行动》），宣告“一带一路”进入了全面推进阶段。……
