推进分级诊疗制度建立的思考

建立分级诊疗制度是我国医改的重点之一，2015年，国务院办公厅制定了推进分级诊疗制度建设的目标任务，全国人民必须积极行动起来，广泛宣传分级诊疗的内涵及意义，让人人知晓、人人明白、共同参与。国家应制定统一的培训教材、考核标准，提升居民健康“守门人”的医疗技术、增加人数，势在必行。从政策层面提升医生的社会地位，从政府层面提高医生的福利待遇，从财政对医院的投入提升医疗技术，使分级诊疗真正上下联动。只有各级人员高度重视科学的医疗模式，认真贯彻落实医改方针政策，才能推进分级诊疗制度的建立，使人们的生活质量与健康水平得到进一步提高。

［Abstract］Constructing the grading diagnosis and treatment system is one of the key points of medical reform in our country，in 2015，the aim and task of promoting grading diagnosis and treatment system construction were made by the general office of the state council，the whole nation must take active action and widely propagate the connotation and significance of grading diagnosis and treatment，thus making everyone know and understand them and participate jointly，our country should make unified training materials and examination standards to improve the medical technique of people's health porters and increase the number，and the trend is imperative.We should improve the social status of doctors from the policy，improve the doctor's welfare from the government，and improve the medical technique by the investment of hospitals from the financial aspect，thus making the grading diagnosis and treatment really upper and lower linkage.The personnel of different levels should attach great importance to the scientific medical mode and carefully implement the medical reform policy，and only in these ways can the construction of grading diagnosis and treatment be promoted thus further improving the people's quality of life and health level.

我国医药卫生体制改革重点之一就是建立分级诊疗制度，分级诊疗是合理配置医疗资源、促进基本医疗卫生服务均等化的重要举措，是建立中国特色基本医疗卫生制度的重要内容［1］。现代医疗模式转变中的分级诊疗卫生服务关系人人健康，他对提高人们的生活质量与健康水平具有极其重要作用。根据目前医疗卫生工作的实际情况，本文就怎样推进分级诊疗制度建立提出一些建设性意见，使分级诊疗工作健康有序开展。
