农村水利设施的善治逻辑与制度回应

摘要：农村水利设施的治理应契合农村公共物品的善治逻辑，即以农村水利设施所具有的公共物品属性为逻辑起点，以社会公共利益最大化为价值旨归，以实现民主协商为本质要求。针对农村水利设施目前存在的现实困境，亟需构建“上下结合”的多中心治理模式，建立多层次多渠道筹资机制，明晰产权规范，创新监管制度，采用水联网，完善评估与考核制度等作为制度回应。

Abstract：The governance of rural water conservancy facilities should correspond to the good governance logic of the rural public goods, which consist of the attribute of public goods as the logic start, public interest as the value orientation, and consultative democracy as the essential requirement. In the face of the existing difficulties of rural water conservancy facilities, we should setting up an institutional framework which includes establishing the polycentric governance mode, creating the multi-level and multi-channel financing mechanism, ensuring the clear property rights, promoting the innovation of regulatory system, using the Internet of Water and improving the system of assessment and evaluation.

一、问题与思路

农村水利设施作为重要的农村公共物品，对于增强农业自然风险抵御能力，改善农民生产生活条件，保障人畜饮用水便利安全，促进农村经济持续健康发展，意义重大、影响深远。2013年中央和省级各类农村水利投入超过2000亿元，不少省份各级投入过百亿元，为实现粮食产量“十连增”、促进经济持续健康发展与社会和谐稳定提供了有力的水利保障和支撑。然而，我国农村水利设施建设依然滞后，成为影响农业稳定发展和国家粮食安全的最大硬伤。以例为证，2013年8月，受台风“尤特”和西南季风的强降雨影响，广东省遭受巨大经济损失，受毁农田372.22千公顷，直接经济损失134.46亿元。……
