燃气公交企业本质安全管理评价体系构建

摘要：随着天然气运用的迅速普及和发展，近年来燃气公交事故时有发生。为了使运营企业能进行更好的管理，树立良好的企业安全文化理念，从而降低事故的发生率。经过对多家企业的走访调研，本文从发生燃气公交安全事故的因素如人员、车辆本身、加气站环境和管理等方面入手，建立了燃气公交企业本质安全评价的指标体系。运用层次分析法确定燃气公交企业本质安全评价体系各层次指标的权重，并对企业现状进行了综合得分计算，评价了燃气公交企业所属的安全等级。较好地解决了我国相应企业的实际情况，有利于企业以此为基础进行安全管理、调整安全文化理念，具有较强的实用性。

Abstract：With the rapid development and popularization of the use of CNG，CNG buses accidents occurred occasionally in recent years.In order to manage the enterprise well，the safety culture concepts must be set up to reduce the incidence of accidents.Through the investigation on enterprises，based on the factors of safety accidents of CNG buses such as staff，the vehicle itself，the environment and management of CNG stations，and other aspects，the index system of CNG buses enterprise inherent safety evaluation was established.The AHP method was used to determine the weight of every index that was included in the inherent safety evaluation system of CNG buses enterprises，and the score of the enterprises were calculated.Then the safety grade of CNG buses enterprises was determined.The method better solves the actual problems of the enterprises in China，which is conducive to adjust the concept of safety culture and carry out safety management for enterprises，and is very practical.
