【摘要】到2020年中国要实现全面建成小康社会的奋斗目标，现在时间越来越短，但任务却依然十分艰巨。本报告立足目前的指标体系和相关调查，对民族地区小康社会建设进程进行了评估，指出了取得的进展和存在的主要问题，提出了促进民族地区小康社会建设的思路与若干政策建议。文章认为，只要适当调整小康社会评价指标体系，切实采取有力举措加快少数民族和民族地区发展，民族地区实现全面建成小康社会的目标还是可期的。

Abstract： Although the time left for China to build an all-around well-off society by 2020 is closer， the task remains tremendous difficulties. The building of a well-off society in ethnic minority areas plays a strategic role in fulfilling the above-mentioned task. Based on the present indicator system and related investigations， the report assesses the process of building a well-off society in ethnic minority areas. It points out the progresses and problems， and suggests some ideas and policy recommendations of promoting the process. The report concludes that the task of building an all-around well-off society in ethnic minority areas is expectable only if the indicator system is appropriately adjusted and forceful measures are taken to speed up the development in ethnic minority areas.

四、民族地区全面小康社会建设面临的主要问题

（一）民族地区小康社会建设与全国平均水平总体差距依然十分明显，差距扩大趋势尚未得到遏制。

尽管新世纪以来民族地区小康社会建设进程加快，尤其是在“十一五”期间和“十二五”前半期增长速度明显快于东部地区和全国平均水平，但受发展基数等因素的制约，民族地区在全面建设小康社会指标甚至民生改善指标等很多方面，总体差距并没有明显缩小甚至有所扩大。民族地区与东部及全国平均发展水平的差距依然十分明显（见表1、表12）。

从表1及其内部指标分析可以看出，经济发展指标、社会和谐指标、生活质量指标、文化教育指标、资源环境指标，民族8省区除个别省份在一类指标上达到或超过全国平均水平外，其他类别的指标均大幅度落后于全国平均水平。……
