摘 要 河北电大使用的广播电视大学教务管理平台，是从2003年到2007 年编写完善的，并在2007 年推行的电大开放教育教务管理新系统，随着时间的推移和计算机软硬件的不断更新，这个系统存在的平台功能不完善等方面的问题越发突显，对基层电大工作人员的工作带来了很多不便之处。 本文针对这些问题进行分析并提出相应的对策，希望这些建议能对河北国家开放大学的新教务管理系统的修订和设计有所借鉴 ，能更好地为国开教务管理工作服务。

On Construction of Hebei Open University

Educational Management Platform

——Take Hebei TV Educational Management System as the base

Abstract Hebei TV university uses the Radio and TV University Educational Management Platform， from 2003 to 2007 to improve the preparation， and in 2007 the implementation of the Open Education Educational management of the new system， with the passage of time and the computer hardware and software constantly updated， this problems platform imperfect system and other aspects of the existence of more highlights， the work of grassroots TV staff brought a lot of inconvenience. In this paper， analysis of these issues and propose appropriate countermeasures， we hope these suggestions for revision of the National Open University of Hebei and design new educational management system of some reference， to better work for the country to open educational administration services.

河北广播电视大学使用的广播电视大学教务管理平台，是由中央广播电视大学历时四年编写完善，并在2007 年下半年推行使用，通过系统内的年度数据查询可知，电大开放教育教务管理新系统的数据定义截止到2020年。这个系统分为四级——央校、省校、市校和教学点四级，外加一个打印平台。

基层电大要使用打印平台、分校教务平台、教学点教务平台三个平台，其中打印平台9个功能模块，92菜单项;分校平台8个功能模块，115菜单项;教学点平台12个功能模块，298菜单项;分校平台与打印平台有10个菜单项重复;教学点平台与打印平台有8个菜单项重复;总共有505个菜单项功能。打印平台全省有44地市级用户，分校平台全省44地市级用户，教学点平台用户全省295区县级（教学点或考点）用户。平台用户多，功能模块丰富，但在实际运行中，平台的工作效率的确给教务工作人员造成了诸多不便。……
