摘 要 《国家中长期教育改革和发展规划纲要（2010-2020年）》（以下简称《纲要》）明确提出要办好开放大学后，电大系统迈开了向开放大学转型发展的步伐，湖南广播电视大学也在积极筹划转型发展事宜。通过对现行的构成湖南开放大学建设政策法规体系的文献进行分阶段研究和反思，提出完善湖南开放大学建设的政策法规保障建议，有一定的理论和实践参考价值。

Abstract "Long-term Education Reform and Development Plan （2010-2020）" （hereinafter referred to as the "Program"） made it clear to run after the Open University， TV system taking the steps toward restructuring and development of the Open University， Hunan Radio and Television University also actively planning the restructuring and development issues. Based on the existing literature constitute Hunan Open University building policies and regulations will be phased study and reflection， put forward a sound Hunan Open University building policies and regulations to protect the recommendations， there is a theoretical and practical reference value.

1 湖南开放大学建设政策法规体系构成

广播电视大学30余年的发展，既是自我成长的历史，又是不断适应社会发展需求的历史。根据中国广播电视大学的发展阶段，可以将构成湖南开放大学建设政策法规保障体系基础的政策法规形成过程大致划分为六个阶段。

（1）筹备初创阶段（1977-1979）：1978年6月，教育部、中央广播事业局《关于筹办电视大学的请示报告》经邓小平同志亲笔批示同意，中国远程教育迈入了新阶段。此后，各省市陆续印发了关于建立广播电视大学的通知与文件。1979年2月5日，中共湖南省委发出《关于同意成立湖南广播电视大学的决定》（湘发干[1979]47号），湖南广播电视大学正式成立。湖南广播电视大学初创时期的政策法规依据表现为规定、通知、决定等规范性文件，而且以通知、决定为主，政策保障力度相对较大。

（2）迅速发展阶段（1980-1985）：改革开放促使社会和经济发生了深刻的变化，对高等教育的巨大需求和普通高等教育资源严重短缺的矛盾，为以广播电视大学为主的成人远程教育提供了广阔的发展空间。……
