[摘 要] 本文通过对日本大数据技术服务市场应用现状和问题的探讨，为我国大数据技术服务产业敲响警钟。我国相关部门可以针对日本在大数据技术服务提供产业中所遇到的问题及早布局，减少某些尚未暴露或者已经暴露出的行业发展问题对行业发展潜在的威胁。本文的结论对于保障我国大数据技术服务产业健康发展，加快培育我国大数据技术服务提供企业的核心竞争力有较高的现实意义和参考价值。

Research on the Current Situation of Big Data Technology Service in Japan

Abstract：This paper probes into the discussion of the application status and problems of big data technology services market in Japan， ringing the alarm bells in the service industry of big data technology in China. The relevant departments of China， against the problems encountered by Japan in the service of big data technology， could provide an early layout to reduce some industry development problems that have not been exposed or have been exposed and the potential threat to the development of the industry. The conclusion of this paper has a higher practical significance and reference value to ensure the healthy development of China's big data technology services industry， accelerate the development of China's big data technology services and provide the core competitiveness of enterprises.

1 日本对于大数据的市场需求

日本對ICT（Information and Communication Technology）产业的发展一直非常重视。早在1999年日本就颁布了被称为“IT基本法”的《高度情报通信网络社会形成基本法》（高度情報通信ネットワーク社会形成基本法），并在法律中确定将ICT作为日本未来发展的重心，赋予了ICT产业极高的战略发展地位。大数据技术的发展作为ICT发展的重要一环，同时也是需要高度发达的ICT产业基础支撑的行业，同样也作为发展重点而被日本政府高度重视。

日本在大数据技术服务方面的研究应该说着手早、起点高、保障充分，总体来说其水平的确走在了世界的前列。根据日本情报通信综合研究所研究报告中的数据[1]，日本国内大数据流通量（流通量=企业数*每个企业产生的大数据元数据量）在从2005年的1 556PB上升到2013年的13 516PB。同时，大数据的市场需求也呈现着高速增长态势。……
