【摘要】公路工程造价管理就是合理地确定和有效地控制工程造价。近年来，随着社会经济发展，由于建设环境变化、设计理念提升、物价上涨等原因，高速公路建设项目费用从立项、设计、建设到交付运营，呈现一种动态变化，且波动较大。高速公路建设费用控制较为困难，造成工程决算与概算相差较大，超概现象较为普遍，在某种程度上影响了公路的快速发展。如何对公路建设费用进行合理编制及有效控制，已成为当前应考虑的重大问题。在这种背景下深入系统开展对高速公路建设费用组成及控制对策研究就显得意义重大。

Problems and Countermeasures of highway engineering cost management

Abstract： The highway engineering cost management is reasonable and effective control of project cost. In recent years， with the development of society and economy， the construction project cost from the project， design， construction to the delivery operation， presents a dynamic change， and the fluctuation is larger because of the construction environment change， the design idea and the price rise. Highway construction cost control is more difficult， resulting in a large difference between the final accounts and budget estimates， the phenomenon is more common， in a way， to some extent affected the rapid development of the highway. How to carry out reasonable establishment and effective control of the cost of highway construction has become a major issue that should be considered at present. In this background， it is of great significance to carry out the research on the composition and control of the highway construction cost.

随着社会主义市场经济发展速度的不断加快，我国公路事业也得到了极大的发展。伴随科学技术的不断进步，各种新工艺、新技术也大量应用到公路工程建设。工程造价管理作为公路工程建设中的一部分，其管理水平的高低将对公路工程的质量、成本投资的多少造成极大的影响。工程造价管理及控制是指在投资决策阶段、设计阶段、建设项目发包阶段、建设项目实施阶段，在批准限额的范围内合理控制建设项目的造价，对出现的偏差进行随时纠正，以实现项目管理目标，确保对各个建设项目中的人力、物力、财力进行合理使用，以此得到更多的投资效益及社会效益。目前我国原有公路造价管理体系已经无法适应社会主体市场的发展要求，逐渐出……
