The Effect of Economic Development and PPP Institution on PPP Infrastructure Projects in Developing Countries

Abstract：This paper takes BRIC as cases to build the framework of PPP institutional maturity， explore the effect of economic development speed and PPP institutional maturity on the quality and quantity of PPP infrastructure projects in developing countries， and dissect the influence of different dimensions of PPP institutional maturity on the quality of PPP infrastructure projects.

引言

发展中国家现有的基础设施条件相对薄弱。为了改善基础设施条件，发展中国家需要新建大量的基础设施项目。然而发展中国家的财政能力有限，难以独自承担大规模建设基础设施项目的巨额资金投入。为了缓解政府的财政压力，发展中国家纷纷在基础设施领域引入私人资本，通过PPP模式来发展基础设施项目。根据世界银行的统计，在1990～2012年间，150个发展中国家共发展了5783项基础设施PPP项目[1]。

通过观察世界银行的统计数据，可以发现，各个发展中国家的基础设施PPP项目发展情况存在明显差异。这些差异是如何形成的？

已有研究认为，发展中国家基础设施PPP项目的发展情况主要受经济发展速度的影响，即对于发展中国家而言，经济发展速度越快，基础设施PPP项目的发展情况越优[2， 3]。然而在实践中，却存在与以上理论分析不一致的现象。例如在1990～2012年间，墨西哥的GDP年平均增长率为2.9%，而巴西为2.7%[4]；墨西哥共发展了204项基础设施PPP项目，其中被取消或不良项目占投资额总和的6%，而巴西共发展了643项基础设施PPP项目，其中被取消或不良项目占投资额总和的1%[1]。……
