摘 要 美国是较早施行教师资格制度的国家，发展至今已有一套完备的教师资格制度。文章从教师资格考试、教师资格认定和教师资格证书三个具体方面比较分析中美两国的教师资格制度，并提出完善我国教师资格制度的建议。

Comparative Study on American and Chinese Primary and

Secondary School Teacher Qualification System

Abstract The United States started to implement the teacher qualification system early， and has established a comprehensive set of teacher qualification system. By comparing the examinations of teacher qualification， the process of teacher qualification and the teacher certifications of China and the United States， and make a comparative analysis of current teacher qualification system in the two countries， it will promote us to ponder over the current problems in our teacher qualification system and put forward suggestions to perfect it.

1 中美教师资格考试制度比较

1.1 考试对象

在美国，参加资格考试者包括已持有教师证书的教师、已持有教师证书的教学管理人员和师范和教育学院的毕业生。①在我国，教师资格考试的对象不仅要遵守宪法和法律，热爱教育事业，具有良好的思想品德，而且要具备《教师法》规定的相关学历。②

比较分析中美教师资格考试对象可以看出，美国的教师资格考试对象更为严格，即要么持有教师证书，要么准备接受或已接受过师范或教育学院教育。我国对教师资格考试对象的要求相对比较宽松，首先，对象范围比较广，没有严格限制是否接受过师范教育;其次，对师范类专业学生要求较低。这些问题是直接导致我国师资质量薄弱的原因。

1.2 考试内容

“州学校主管委员会”指出：“在开展教师资格考试的州中，有36州测基本技能，有27州测教学知识，有22州测所教科目的专业知识，28个州用两个以上的内容来进行考核”。③除此之外，考试还较多地涉及教师的身体、道德、能力、情感等方面的内容。如由各州大学或学院负责主持的“学院基础学术科目考试”（C—BASE），该考试的内容包括两部分，一是基础知识，二是对应试者能力的测试。……
