摘 要：庆阳市地处我国经济欠发达的西北腹地，基础设施配备远远落后于其他发达地区，农村地区表现尤为突出。加强农村基础设施建设对于加快庆阳农村经济发展、改善农民生产和生活条件具有重要的意义。本文通过分析庆阳市农村地区基础设施投资建设存在的问题与不足，提出相应的对策建议，以期能够改善农民生活条件，提高政府威信，开拓市场、扩大内需和促进本地经济增长，提高农业综合生产力，为逐步实现新型城镇化提供有力的保障。

Abstract：Qingyang City is located in the undeveloped region of northwest China， its infrastructure is far behind of other developed regions， especially in rural areas. Strengthening the rural infrastructure construction has an important significance to improve production and living conditions of farmers. It also can speed up the development of rural economy in Qingyang. In this paper， problems and deficiencies existing in rural areas of Qingyang， especially investment in infrastructure construction were analyzed and suggestions were put forward to improve the living conditions of farms and enhance the authority of the government， These suggestions can open up the market to expand domestic demand and promote economic growth and provide a strong protection for the new urbanization.

庆阳市地处我国西北内陆地区，气候环境恶劣，经济基础薄弱，农村基础设施建设严重不足，同时，黄土高原的地貌特征和地质条件又不利于交通设施和大型工程的修建，这进一步加剧了农村基础设施供不应求的状况。随着西部大开发各项措施的不断贯彻实施和新型城镇化发展思路的提出，改善农村面貌，加强农村基础设施建设，将资源优势转化为经济优势，推进城乡一体化，成为庆阳市发展的重要途径之一。

1 庆阳市农村基础设施现状

农村基础设施包括农业生产性基础设施、农业生活性基础设施、生态环境建设和农村发展基础设施4个方面[1]。具体包括交通邮电、农田水利、供水供电、商业服务、园林绿化、天然林资源保护、防护林体系、教育、文化、卫生事业等生产，生活和生态设施。
