摘要 土地整治效益评价是土地整治的重要组成部分，也是土地整治工作研究中的热点问题。该研究对国内外土地整治效益评价的发展历程进行整理与总结，并对土地整治效益评价内容和方法进行分析，提出构建结合经济效益评价、社会效益评价、生态效益评价3类评价指标体系为一体的土地整治效益评价模型，旨在为推进土地整治规划效益评价研究发展提供合理方向。

Research Review on Land Consolidation Benefit Evaluation

Abstract Land consolidation benefit evaluation forms an important part of land consolidation. It is also a hot topic in the study of land consolidation work. The studies on the development of land consolidation benefit evaluation at home and abroad were reviewed， the content and methods of land consolidation benefit evaluation were analyzed， then a land consolidation benefit evaluation model which combines the index systems of economic evaluation， social benefit evaluation and ecological benefit evaluation together as a whole was proposed， so as to provide reasonable direction for promoting the development of land consolidation planning benefit evaluation research.

在当前土地资源紧缺、人地矛盾逐渐尖锐的背景下，科学的土地整治可以整合土地资源，合理构建整治区域内各种土地利用类型的数量及空间布局，从而缓解人地矛盾，提高土地资源的利用率及效益，保证土地资源的可持续利用。在土地整治工作的基础上，总结土地整治过程方法的合理性，评价土地整治结果，使其综合效益达到最大，促进土地整治工作更加完善、全面的开展，显得尤为必要。基于此背景，笔者以现有国内外土地整治效益评价的学术研究文献为基础，对土地整治效益评价的发展现状进行整理，总结分析并提出推进其研究发展的合理思考。

1 土地整治及土地整治效益评价内涵

土地整治是指在一定的地域范围内，根据社会经济发展的需要，按照土地利用规划所确定的目标和用途，采取行政、经济、法律和工程技术措施，对土地利用方式、土地利用结构和土地利用关系进行改造，综合整治，以提高土地利用率和改善生产生活条件和生态环境的过程^[1]。……
