摘 要 研究生教育处于教育链的顶端，近年来，随着研究生规模的不断扩大，学术功利化对于教育的侵蚀、研究生学术道德教育的不足以及学术规范监督体系与惩处机制的不合理，使得研究生学术失范现象屡有发生，严重影响了大学的声誉。本文从学术规范教育发展的阶段特点出发，探讨了学术规范教育的四个主要途径，并就学术规范教育的理念创新、制度创新、手段创新方面探讨了建立长效机制的办法与措施，从而提升研究生学术规范教育的有效性。

On Ways of Graduate Academic Standard Education

and Long-term Mechanism

Abstract Graduate education is at the top of the education chain， in recent years， with the continuous expansion of the scale of graduate academic utilitarian education for erosion， inadequate supervision system and academic norms and punishment mechanism unreasonable graduate academic and moral education， making graduate academic anomie frequently occur， seriously affecting the reputation of the university. In this paper， the characteristics of standardized academic stage of educational development， discusses the academic standard of education in four main ways， and the concept of academic norms of education and innovation， institutional innovation， innovation means to establish long-term mechanism to explore the ways and measures， so as to enhance graduate academic norms effectiveness of education.

近年来，我国的研究生教育规模上扩展明显，学术失范现象屡有发生，个别学术失范情况影响恶劣。在2009 年教育部发出的《关于严肃处理高等学校学术不端行为的通知》中列举了7 种高校学术不端行为：抄袭、剽窃、侵吞他人学术成果；篡改他人学术成果；伪造或者篡改数据、文献，捏造事实；伪造注释；未参加创作，在他人学术成果上署名；未经他人许可，不当使用他人署名；其他学术不端行为。学术失范的成因由内外因双重影响：外因主要由于整个高校受学术功利化和学术浮躁风气的影响，价值观偏离，违反学术道德付出的代价小，为了短期利益，敢于铤而走险。研究生规模扩张明显，导师指导不利，“放羊”式的管理加上学生就学目的主要是为了找到一份好工作，而不是喜欢科学研究，导致低水平的论文泡沫的涌现。……
