摘 要 本文在回顾国家科技平台发展和平台标准化现状基础上，主要阐述了“十一五”期间科技平台标准化工作取得的成效，同时存在的问题和原因，最后新时期根据科技平台建设、运行和发展需要，提出了科技平台标准化工作发展的思考和建议。

Standardization Development Review and Outlook of

Science and Technology Infrastructure

Abstract This paper firstly reviews the construction and development of Science and Technology Infrastructure and related standardization work. Secondly， this paper summarizes the reality effect of the standardization work during the 11th five-year plan， and analyzes the problems that still exist at the same time， and then presents main reason of it. Finally， according to the needs of the development of Science and Technology Infrastructure to run and puts forwards related suggestions.

1 国家科技平台建设现状

2003年，科技部开展了国家科技基础条件平台建设工作，启动了四十多个科技平台专项。为贯彻落实《2004-2010年国家科技基础条件平台建设纲要》①和《“十一五”国家科技基础条件平台建设实施意见》，②国家科技基础条件平台在其实施方案中建设确定了平台“三个层次、六个领域、七个共性问题、一个国际接口”的体系结构（见图1），系统提出了平台建设任务，并研究了各自特点及支持方式；确定了“十一五”期间平台建设包括的6大重点领域，详细部署了各领域的重点任务，指出每个领域都由物质与信息保障系统构成，并包含了以共享为核心的管理制度体系和专业化技术人才队伍建设等内容。

近年来，国家科技基础条件平台建设以“整合、共享、完善、提高”为方针，取得了积极有效的进展，科技资源集成优化效果明显，向社会开放服务成效显著，共享服务能力大大提高。初步建立了规章制度、标准规范和人才队伍三大保障体系，为科技创新和经济社会发展起到了非常重要的支撑和保障作用。……
