摘要 总结了国内学者对新型农村合作医疗制度（以下简称新农合）可持续发展理论与实践方面的研究成果，主要对新农合不同参与主体、新农合制度建立与运行、新农合试点的实践模式这三大方面展开分析。指出了目前我国对新农合研究的不足之处，提出要加强对新农合可持续发展理论的研究，要完善新农合综合性、系统性的研究机制，同时还要完善新农合相关的法律建设，从而确保新农合的可持续发展。

An Overview of the Sustainable Development of the New Rural Cooperative Medical System

Abstract The domestic researches on the theory and practice of the New Rural Cooperative Medical System in recent years were summarized. The system was analyzed from three aspects， including different participants， the establishment and function of the system， and the mode pilot and actual practice. The shortcomings of existing research were pointed out， and mentions that we should strengthen the theory research， improve the research mechanism， besides， we need to perfect the legal framework in order to ensure the sustainable development of the system.

1.1 政府供给的研究

1.1.1 政府供给新型农村合作医疗的必要性。

对于明确政府责任的必要性，很多国内学者立足于公共物品的角度给予了解释。宋茜[1]在《论新型农村合作医疗制度中政府责任的缺失与对策》一文中指出，政府是农村医疗卫生服务改革的主导力量，政府责任充分体现了社会主义的优越性。蔡滨[2]等指出，明确政府责任是彰显社会正义、提高社会福利的需要。李娅芳[3]从公共物品供给和公民的健康公平权出发，为政府所承担的责任提供理论依据，李娅芳指出，作为准公共物品的新农合，只能采取政府主导的经营方式。同时，政府还要凭借自身的力量保障全体人民在健康和卫生保健方面的公平性。……
