摘 要： 发展积极健康的网络文化，是建设社会主义先进文化的重要任务。近年来，烟台市采取了一系列措施加强网络文化建设和管理，取得了一定的成效，但还存在诸多问题。有关部门需要打造品牌网站，建设文明、健康、安全、和谐的网上精神家园；深入挖掘本土资源，培育和扶植新型网络文化产业；加强管理和技术保障，形成规范有序的网络文化传播秩序，提高网络文化建设和管理的能力和水平。

Abstract： It is an important task of the construction of socialist advanced culture to development healthy Internet culture. In recent years， Yantai city has taken some measures to strengthen the network culture building and management， and obtained certain result， there are still many problems. It is crucial to build a civilized， healthy， safe and harmonious online spiritual home； dig local resources， nurture and support new network of cultural industries； besides， it is necessary to strengthen management and technical support， a standardized and orderly network culture and communication order， as well as improve network culture capacity and level of development and management.

当今时代，网络文化作为一种崭新的文化形式，对中国特色社会主义建设尤其是文化建设产生了深远的影响，并且不断推动文化理念、文化管理方式的创新和发展，但是网络文化也有双面性，伴随网络文化的发展，网络色情、网络诈骗、网络谣言等问题随之涌现，为网络文化健康发展提出了新的课题。十六大以来，党中央多次指出，要发展健康向上的网络文化，并提出了一系列发展战略部署和规划。近年来，烟台市出台政策、措施大力发展网络文化。但是，因为网络文化建设刚刚起步，烟台市网络文化建设和管理也存在一些诸如各种思想文化良莠不齐、管理理念相对滞后等问题，亟待采取措施加以解决。

一、加强网络文化建设和管理的现实意义
