摘 要： 陕西省委、省政府提出，用10年时间对陕南三市居住在深山半坡和地质灾害点上的60万户，240万群众实施移民搬迁，这是解决陕南恶劣环境地区群众居住安全和生存发展的重大民生工程。要达到“搬得出、稳定住、能致富”的目标，就必须大力推进搬迁工作的规范化建设。笔者认为，应在搬迁工作制度化、规划选址科学化、工程建设规范化、搬迁安置项目化、资金筹集多元化、安置政策优惠化、社区组建新型化、移民致富产业化等八个方面进一步推进移民搬迁工作规范化建设。

Think about Standardization

of Relocation Project Southern Shaanxi

Abstract： The government of Shaanxi province proposed that the 2，400，000 residents who lived on the mountains and geological hazards in the three cities of Southern Shaanxi will be migrated and relocated within 10 years. The project will be a grand livelihood project that resolves the security and development of these residents. Whether it can reach the target of moving out ， stability and becoming rich， depends on the standardization of relocation project. To carry on this work， it needs institutionalize the relocation work， select sites scientifically， standardize construction， relocate oriented project， diversify financing， resettle preferential policy， build a new community and industrialize immigrants who itch to get rich.

陕南移民搬迁，是从陕西全局和陕南实际出发综合考虑实施的一项重大民生工程，对于全省经济社会发展具有多重的深远意义。为了更加科学、规范、高效地实施移民搬迁安置工程，使搬迁安置工作走上规范化、制度化和程序化轨道，实现制度化推进、科学化搬迁、规范化建设、人本化服务的目标，汉中、安康、商洛三市需要在以下八个方面推进规范化建设。

一、搬迁工作制度化

陕南移民搬迁工作是“民生工程”、“一把手工程”，当地要在党委政府的统一领导下，实行“市县镇联动、县负总责、镇为主体、移民到村、责任到户、搬迁到人”的工作责任制，提高认识、加强领导、明确责任、建立制度，保证移民搬迁任务的全面完成。

按照“市抓统筹、县区主体、乡镇配合、群众自愿、梯次推进”的基本要求，明确各级政府工作责任。……
