【摘要】目的 随着国家医改工作的不断深入开展，医院的信息化建设也突显其重要性，如何改变当前医院管理建设中的服务水平低、工作效率低、医疗质控差等现状，提高医院的工作效率和经济效益也成为医院信息化建设的重点。因此医院在优质、高效、低耗的条件下，逐步实现“病人为中心”、以电子病历为核心的数字化医院，必将成为医院未来发展的趋势和目标。

【Abstract】Along with the national health work unceasingly thorough development, hospital information construction also highlight its importance, how to change the current hospital management in the construction of the service level is low, low work efficiency, medical quality control and poor situation, improve the work efficiency and economic benefits has become the focus of information construction of the hospital. So the hospital in high quality and efficiency, low energy consumption condition, the progressive realization of "the patient as the center", electronic medical records as the core of digital hospital, will become the trend and the goal of the future development of the hospital.

引言

我国正处在医院改革期，三年里国家投入8500亿元医改资金用于医改。2011年则是实施医改重点工作的最后一年，也是“十二五”规划 的开局之年，规范医疗机构的信息化管理，明确医疗机构信息化系统应当具有的功能，更好地发挥信息系统在医疗工作中的重要作用，促进以电子病历为核心的医院信息化建设工作则是2011年医改工作的重要部分，因此医院的信息化建设也应随时间的变化而不断改变。

一、医院信息化建设的现状及存在问题

1．医院信息化建设起步较早，多数单位目前的网络规划与系统设计都是建立在原有基础上，不能适应区域医疗等新的发展要求。

现在软件的结构和功能相对落后，不利于医院的持续建设。主要应用于门诊、住院、收费、药房、药库等几个以财务为核心，围绕费用、药品等工作进行的HIS系统，临床应用项目很少。[1]①没有门诊医生工作站，门诊诊疗过程对手写处方、手写申请单等依赖过多，不能与医技科室系统集成。……
