摘 要：国家实施大学生参加城镇居民基本医疗保险体系，全面落实大学生民生工程，实现病有所医，让学生充分享受国家惠民政策，切实保障了在校大学生的基本医疗，大大减轻了社会、学校与大学生个体的经济负担。但在运行过程中，也存在诸多影响运行的问题。以某高校为例，通过对其近几年来的在校大学生参保及运行情况进行调研，分析其存在的问题及其原因，并提出了相应的建议及措施。

Problems of and suggestions for university students enrollment in the basic

medical insurance for urban residents

— taking Anhui University of Science and Technology as an example

Abstract： The implementation of national college students to participate in the basic medical insurance system for urban residents， the full implementation of college students livelihood projects， and the implementation of medical services to enable students to fully enjoy the national policy have effectively guaranteed college students basic medical needs and greatly reduced the social， school and individual students economic burden. However， there exist also many problems in the course of the operation. Take some university as an example and by a survey of the recent years of college students enrollment and operation situation， this paper analyzes the existing problems and their causes， and puts forward corresponding suggestions and measures.

为切实保障在校大学生的基本医疗，减轻学校负担，2008年10月25日，国务院印发了国务院办公厅《关于将大学生纳入城镇居民基本医疗保险试点范围的指导意见》（国发办[2008]119号），为全国范围内的大学生医保工作制定了指导原则，规定在校大学生全部纳入城镇居民医保。安徽省2008年起实施大学生参加城镇居民基本医疗保险体系。在城镇居民基本医疗保险实施五年时间后，笔者对安徽理工大学五年来大学生参保及运行情况进行了调研，分析大学生参保后所取得的成效及存在的问题，并提出了相应的建议及措施。

一、安徽理工大学大学生医疗保障的现状

根据省教育厅、省劳动和社会保障厅、省财政厅和淮南市政府制定的一系列相关文件，安徽理工大学结合本校实际，对大学生参加城镇居民基本医疗保险的基本原则、参保范围、保障方式等制定了文件，加强了管理。……
