摘要：以高村社区规划设计为例，探索如何在“三化”协调发展的基础上合理规划建设新型农村社区。通过总结归纳新型农村社区建设的深层内涵，分析新型农村社区在“三化”协调发展中的作用，并提出相应的规划策略。

Plan and Strategy for New Rural Community Construction on Condition of Industrialization， Urbanization and Agricultural Modernization Coordinated Development

Abstract： On the basis of industrialization， urbanization and agricultural modernization coordinated development， the construction of new rural community was planned. Taking Gao-cun community as an example， the function of new rural community in industrialization， urbanization and agricultural modernization coordinated development was analyzed in summarizing the deep meaning of new rural community construction. Meanwhile， the plan and design strategies were put forward.

“走不以牺牲农业和粮食、生态和环境为代价的新型城镇化、新型工业化、新型农业现代化‘三化协调科学发展的道路”是河南省探索如何加快转变经济发展方式，建设中原经济区而提出的战略方针。如何通过合理规划，在新型农村社区建设中应对“三化”协调发展，仍在持续探索中。本文以高村新型农村社区规划设计为例，讨论既益于新型农村社区建设，又促进“三化”协调发展的规划策略设计策略。

1 新型农村社区建设的内涵和作用

1.1 新型农村社区建设的内涵

新型农村社区建设目的是整合农村的土地、人口、产业、资源等各类要素，在优化农村人居环境，强化新型农村社区综合服务能力的同时，破解在保障城乡建设用地需求的同时不侵占耕地的难题。新型农村社区建设能让更多的农民低成本转化为城镇居民，既解决了集中积聚、集约发展、提高效益的问题，也解决了中国“人多地少”的发展空间问题，是提升节约集约用地的有效途径，也是促进生态文明，城乡和谐可持续发展的出路[1]。……
