目的：评价浙江省乡镇卫生院的效率，分析影响效率的因素。方法依据浙江省1164家乡镇卫生院的2008年报数据，运用聚类法和逐步回归法，确定一种新的乡镇卫生院效率分析的评价指标体系；用DEA方法，计算乡镇卫生院的整体效率、技术效率和规模效率。结果1164家乡镇卫生院的整体效率、技术效率、规模效率的均值依次为0.79、0.81、0.98；有效率分别为14.5%、21.3%、38.5%。结论导致2008年浙江省乡镇卫生院的整体效率不高的主要原因是这类乡镇卫生院投入资源的利用率水平偏低，最突出的是住院人数明显偏少，床位过剩，康复服务开展水平有待提高。

Abstract: [Objective] To evaluate efficiency of township hospitals in Zhejiang and to analyze influence factor of efficiency. [Method] Using the statistics method of classifying and stepwise linear regression, the article analyzed 2008 annual report data of 1164 township hospitals in Zhejiang, and designed a new indexes analysis system. It analyzed technical efficiency (TE), pure technical efficiency (PTE) and scale efficiency (SE) by DEA. [Result] The average of TE, PTE, SE of 1164 township hospitals is 0.79, 0.81, 0.98, respectively. The valid rate of them is 14.5%, 21.3%, 38.5% in proper order. [Conclusion]In 2008, the main reason of low TE of township hospitals in Zhejiang is the result of low health resource utilization level. The most prominent reason is the number of hospitalizations was significantly less than normal. Rehabilitation services needs to be improved.

数据包络分析(Data Envelopment Analysis，DEA)已在国内医疗卫生机构的效率评价中得到广泛应用。本研究联合应用聚类和逐步回归，筛选乡镇卫生院效率分析的评价指标，为效率评价指标筛选提供一种新的思路和方法；同时用DEA的相关模型，评价乡镇卫生院的整体效率、技术效率和规模效率，分析效率现状，提出改进建议，为加强乡镇卫生院建设提供依据，进而提高乡镇卫生院的效率。
