摘要：建设工程监理制度在我国实行已经十多年，随着社会经济的发展，自开始引入监理制度至今，监理在工程建设各个行业中发挥的作用越来越大，对保障工程建设领域投资建设起着不可替代的作用，既保证了投资能够发挥最大效能，又确保工程质量和安全，现就监理行业发挥的作用进行简要的分析。

一、工程监理的含义及工作性质

工程建设的投资控制、建设进度控制、工程质量控制、安全控制；进行信息管理、工程建设合同管理；协调有关单位之间的工作关系，即“四控、两管、一协调”。建设工程监理按监理阶段可分为设计监理和施工监理。设计监理是在设计阶段对设计项目所进行的监理，其主要目的是确保设计质量和时间等目标满足业主的要求，施工监理是在施工阶段对施工项目所进行的监理，其主要目的在于确保施工安全、质量、投资和工期等满足业主的要求。

由于工程建设监理具有委托性，所以监理单位可以根据业主（建设单位）的意愿并结合自身的实际情况来协商确定监理服务范围和业务内容。既可承担全过程监理，也可以承担阶段性监理，甚至还可以只承担某专项监理服务工作。工程建设监理是一种技术服务性质的活动。在监理过程中，监理单位只承担服务的相应责任。它不直接进行设计，不直接进行施工，不直接进行材料、设备的采购、供应工作。……
