摘要：环境是人类生存发展最重要的因素，其密切关系到人类生存生活质量的提高，关系到社会经济发展和人类社会的进步。因此，如何保护好人类生存发展的环境，是人类一直探索的重要领域之一。保护好人类生存发展的环境，离不开对环境的及时准确的监测和了解，环境监测技术作为环保技术中最重要的组成部分，它在人类开展环保工作时，不仅可以及时反映出各地区环境状况，还可以为相关环保人员提供准确的环境数据，以便于相关法律政策的制定和实施，为人类环境保护指明了方向。本文从我国和世界的环境管理现状出发，介绍了环境监测的重要性，并结合我国环境监测的现实状况，针对存在的问题和不足，提出环境监测中的管理措施和解决法案。

Abstract: the environment is human survival and development of the most important factors, the close relationship between human survival to the improvement of life quality, relates to the social economic development and the progress of human society. Therefore, how to protect human survival and development of the environment, human beings have been exploring is important one of. To protect the survival and development of human environment, cannot leave to the environment of timely and accurate monitoring and understanding, environment monitoring technology as the environmental protection technology in the most important component, it in the human environmental work, not only can in time reflect regions environment condition, can also be for related environmental protection personnel to provide accurate data of the environment, so that relevant legal policy formulation and implementation, for human environment protection is pointed out. This article from our country and the world's environmental management present situation, this paper introduces the importance of environmental monitoring, and combined with the reality of our country environment monitoring, aimed at the problems and the insufficiency, puts forward the environmental monitoring management measures and solutions act.

一 引言

环境监测是利用现代先进科学技术手段，运用科学合理的管理体制，符合自然发展规律的监测措施，结合当地实际，对各地区的环境现状，环境变化情况，环境质量等一系列指标进行监测，从而得到区域或整体环境监测的数据，并用科学的方法保证数据的及时性，准确性，并使得相关环保数据使用人员在使用数据时候，让数据拥有可比性，具有典型作用。环境监测是整个环保体系的重要组成部分，是进行环保问题采取科学合理措施的依据和关键。随着我国提出建设资源节约型，环境友好型社会的发展理念，加大环境保护力度，提高环境质量，已经被提升到了新的高度，环境监测的管理和发展，关系到人与自然的和谐相处，关系到了我国社会主义和谐社会的进程。……
