摘要：根据国家“十二五”规划，煤炭行业“十二五”的新布局将与“十一五”甚至以前有很大的变化；产业布局将形成控制东部、稳定中部、开发西部的模式，企划布局将以大集团发展、企业兼并重组及小煤矿关停为重点，煤炭产量将从“十一五”末的32亿吨增加控制到“十二五”的37亿吨；因此，面对新的格局，新的形势，作为煤炭基地的主要建设者，我们矿井建设施工队伍将以何种方式适应新的市场格局，迎接新形势下的挑战。本文就新形势下矿建施工队伍的发展建设问题做一浅谈论述。

主要从以下几个方面来论述新形势下矿建施工队伍的建设：

1、 招揽吸纳高素质人才，实行人才强队

1.1解读“十二五”

按照“十二五”规划，煤炭行业将以大集团发展、企业兼并重组及小煤矿关停仍为重点；到2015年，煤矿企业的数量由现在的11000家缩减控制到4000家，5000万吨以上的特大型煤矿产量要占65%以上，形成20个1000-4000万吨的大型企业集团。作为我们矿建人，首先考虑的是如何适应煤矿基建市场，如何不被市场淘汰，因此，我们首先要想到，大型煤炭基地的建设靠的是先进的科学技术和一流的机械化施工作业线，而不是陈旧淘汰的半机械化设备和繁重的体力劳动。那么，一支施工队伍如何才能在以科学技术和先进的机械化作业线为主流的煤炭基建市场立足发展；因此，必须依靠科学知识来提高队伍的素质。……
