摘要：档案鉴定是档案管理工作的一项重要内容，贯穿于档案工作的全过程，它直接关系到档案文件保管期限的确定及档案的存毁命运。以期以来，档案的鉴定是档案工作的一个薄弱环节，也是一个难题，一直困扰着档案人。为此，笔者根据几年来在档案部门的工作体会，以机关档案室档案鉴定工作为切入点，分析原因，探讨解决的办法。笔者就文书档案鉴定提出自己的几点思考。

Abstract: the appraisal is the archives of archives management is an important part in the whole process of archives work throughout, it directly related to file documents for keeping the determination of the archives and save destroyed fate. Since the order, file appraisal is the archives of a weak link, is also a problem, has been plagued by file. Therefore, the author, based on the for several years in the files of the department work experience, with authority file identification archives as the breakthrough point, analyze the causes, this paper discusses the solution. The author puts forward his own identification documents what time thinking.

一、当前机关档案室档案鉴定工作中存在的问题

1．档案保管期限划定过宽，片面追求室藏量。档案的保管期限是档案价值的外在标志。准确地划分机关档案的保管期限是做好档案鉴定工作的基础。长期以来，机关档案人员在档案保管期限表制订过程中，对本部门形成的各类档案的价值缺乏深入的研究，仅仅是简单地照搬照抄国家档案局1987年发布的《机关文件材料归档和不归档的范围》及《文书档案保管期限表》的有关规定，至使不少单位存在保管期限划分不科学的现象，应是短期的划为长期，应是长期的划为永久，导致室藏永久、长期档案比例过大。这种现象机关档案部门尤为突出，给今后档案移交进馆工作带来很大压力。另一方面，档案室建档初期，因档案数量少，档案人员没有实践经验，又缺乏理论知识，在收集档案时总是抱着“归总比不归好”的思想，只考虑单位全宗的完整性，片面追求档案数量，给档案管理造成负面影响。……
