摘要 ：施工企业工程技术管理工作贯穿于施工的全过程中，因此工程技术管理工作的好坏也体现了施工企业管理的好坏，本文结合工作实际，从施工企业内部环境建设、施工企业体系和工程技术管理体系建立、员工培训、劳务协作队伍选择和使用、网络技术在工程技术管理中的应用等几个方面从理论和实际情况中进行了分析和探讨，对如何提高和做好工程技术管理工作提出了一些见解，以供借鉴。

Abstract: the construction enterprise engineering management work throughout the whole process of construction, therefore engineering technology management work quality also reflected the construction enterprise management is good or bad, based on the working practice, the construction enterprise from the internal environment construction, construction enterprise system and engineering technology management system is set up and staff training, labor service cooperation team selection and use and network technology in engineering management application from several aspects, such as the theory and practice are analyzed and discussed, on how to improve and do engineering technology management, and put forward some ideas for reference.

1前言

“十一五”以来，我国基础设施建设步入快速发展期，既给施工企业带来了千载难逢的发展机遇，同时也带来了新的挑战和难题。工程技术管理是确保工程施工顺利进展的关键环节，因此技术管理的成效直接关乎工程项目的安全、质量、工期、效益等各个方面。随着工程项目的增加，施工企业在工程项目技术管理中面临的问题也越来越突出，主要表现在：一是工程项目分布广，技术管理工作无法集中管控，管理具有迟滞性；二是工程项目数量多，施工企业技术人员的数量和质量难以与之相匹配，使得施工现场技术管理力量薄弱，三是工程项目技术难度和复杂程度增加，技术更新快，技术管理难度及管理风险成倍增加。
